Cipher Tech is seeking a SECRET or TOP SECRET cleared Mid-Level “Technical” Recruiter with 4 or more years’ experience, at least 1 year of which is specific to recruiting software developers.
This is a mostly remote position. Candidates must be remotely available in the Baltimore/Annapolis, MD or Washington, D.C. /Virginia areas, with reliable internet service. Candidate must also have reliable transportation and be willing to attend in-person recruiting events approximately 15-20% of the year. In-person recruiting events are typically in the evening and/or on the weekends at our local Maryland colleges and universities but can include other event types throughout the states of MD, VA, and the District of Columbia.
The work may be performed at an approved remote work location in Maryland, Washington D.C., Virginia state only. This position may NOT be performed outside of these locations except with the prior written authorization of the Company.
You will:
Join a small, dedicated team of highly skilled recruiters and sourcing specialists, working together to rapidly grow our company, expanding our reach on multiple government contracts
Use our Applicant Tracking System daily, processing new applications, updating candidate information as the candidate progresses from stage to stage, assist in maintaining job postings, and run custom reports
Cold-call prospects searching for through multiple recruiting dashboards, college resume databases, and other candidate profile sources, reaching out directly when you find a potential candidate, via phone, email, and/or in-mail messaging
Hold a candidate’s hand through the entire hiring process. You would be their personal guide from step to step. This requires a lot of candidate follow up over phone and email.

At a high level, the candidate process includes: Application, issue technical challenge, collecting submission of the technical challenge, or conducting a recorded phone screening, facilitating in-house and customer interviews which require creating client submission packages, etc.
Note that the candidate hiring process can take an average of 4-18 months. During this time, you would stay in contact, conducting 10 to 15-minute quarterly check-in meetings over the phone while the candidate is waiting on the bench, keeping the candidate engaged and apprised of any changes and their potential placement outlook.
Create and mail custom thank you and follow up packages to bench candidates
Complete government candidate waivers as needed
Update multiple excel sheets and SharePoint sites with candidate information
Assist in managing company social media accounts
Assist with company’s communications strategy
Assist in recruiting event registrations
Attend monthly client staffing calls (remotely)
Assist in sending weekly recruiting team status reports to Cipher Tech Leadership
Help existing employees with internal contract transfers
Assist in reading and staffing classified proposals/programs
Who you are:
A US citizen who holds a US government security clearance at the Secret level or higher
Someone with 4 years minimum recruiter experience; at least one of those years sourcing software developers
Highly detail oriented and unafraid of a challenge
An extrovert – Someone who enjoys talking on the phone and meeting new people
Enjoy finding creative and/or more efficient ways to solve problems
Proactive qualities with the willingness to learn
Good at synthesizing the key points from a group discussion
An independent worker who can learn from observation
Someone who would thrive in a small team
A team player willing to take instruction from our senior recruiting staff
Nice to Haves (not requirements):
Experience recruiting in the DoD space
Experience staffing multiple DoD contracts for various customers
An understanding of the word “Prime”
Marketing/Communications experience or coursework
Telemarketing or sales experience (A recruiter is a salesperson!)
Proficiency with graphic editing
High level proficiency in excel
Computer Science degree, experience, or related coursework
The ability to code
Understanding of the US government security clearance process
Familiarity with OFCCP compliance rules and regulations

How you would interview:
MS Teams with Video to a panel including the CEO, CTO, Recruiting Team Lead
You would also provide an elevator pitch during your interview as part of your assessment: This position requires talking to new prospects and candidates awaiting placement 80% of the time. As part of your interview, you would be expected to give a 45-60 second elevator pitch about our company as if you were speaking to a new prospect. This would allow us to assess your current understanding of our company, your creativity, and your sales-pitch tactics.
